Motto, Vision, and Mission

तमसो मा ज्योतिर्गमय

From darkness, lead me to light

Bṛhadāraṇyaka Upaniṣad · I.iii.28

The motto

The motto inherited from Vikram Deb College, and retained without alteration on the institution's elevation to university status, comes from the Pāvamāna Mantra of the Bṛhadāraṇyaka Upaniṣad. It frames education as transformation, a movement from the darkness of unknowing toward the light of disciplined enquiry, rather than the transmission of fixed information. This framing carries through every academic and administrative commitment the University makes.

Vision

To stand as a learning-outcomes-first State University serving the four southern Odisha districts, in which every student (regardless of community, language, or starting point) is enabled to develop the competence and confidence required for meaningful work, civic participation, and onward research.

Mission

  1. To deliver undergraduate and postgraduate programmes anchored to clearly stated learning outcomes, evaluated through competency-based assessment.
  2. To strengthen the academic standard, examination integrity, and grievance machinery of the over seventy-five affiliated colleges as an integrated system.
  3. To pursue research grounded in the languages, ecology, and social conditions of the Eastern Ghats, particularly the heritage of Koraput.
  4. To uphold the dignity of teaching as a profession and to build the digital, physical, and pedagogical infrastructure that supports it.
  5. To honour the constitutional commitments of the State to scheduled-area communities through inclusive admission, financial-support, and language-of-instruction policies.

Core values

  • Equity. The starting point is not the same for every student we admit, and we will not treat it as if it were.
  • Integrity. Examinations and audits are conducted to a standard the public may inspect at any time.
  • Excellence in measure. What we cannot measure, we do not claim. What we measure, we improve.
  • Rootedness. The University is of, by, and for the four districts. Its design language and research priorities reflect that.
  • Accessibility. Every digital and physical surface of the University is designed to be navigable by persons with disabilities, in compliance with the RPwD Act, 2016 and WCAG 2.1 Level AA.

Note. The Vision and Mission as set out above are the working draft submitted by the Office of the Vice-Chancellor for adoption at the next meeting of the Academic Council. The final, ratified text will replace this draft on this page, with the date of the resolution recorded.
