The constitutional role
Under the Odisha Universities Act, as amended, the Hon'ble Governor of the State of Odisha is the Chancellor of every State University in Odisha. The Chancellor is the academic head of the University and presides at convocations. The appointment of the Vice-Chancellor is made by the Chancellor in accordance with the procedure laid down under the Odisha University (Amendment) Act, 2024 read with the relevant UGC regulations.
The incumbent
Dr. Hari Babu Kambhampati was sworn in as the 28th Governor of Odisha on 3 January 2025. The Vice-Chancellor of Vikram Dev University, Prof. Hrushikesh Senapaty, was appointed by the Hon'ble Chancellor under the search-and-selection procedure prescribed by the Odisha University (Amendment) Act, 2024.

Communications addressed to the Chancellor in his capacity as Chancellor of Vikram Dev University should be routed through the Registrar, who shall forward the same to the Raj Bhavan, Bhubaneswar, in accordance with established protocol.
